Mutual Aid



The Pandemic and All-Hazards Preparedness Act, Public Law 109-417, is a recent and important addition to the federal mutual aid structure. A consortium of states may be considered an entity eligible for funding under the Act, and section 201 requires "a description of the mechanism the entity will implement to utilize the Emergency Management Assistance Compact or other mutual aid agreements for medical and public health mutual aid." These and other provisions in the Act concerning the use of mutual aid agreements to accomplish federal, state, local, and tribal coordination and integration of resources among those entities are strong evidence of Congressional encouragement of mutual aid agreements
  • Alaska, Idaho, Oregon, & Washington. Memorandum of Understanding The purpose of the MOU is to address surge capacity. The MOU describes the levels and sharing of laboratory services, procedures, responsibilities and reimbursement for laboratory testing, training and identification of infectious diseases and/or suspected bioterrorism select agents.

  • Cincinnati, Louisville, & Indianapolis. Mutual Aid Agreement. The City of Cincinnati, Ohio, City of Louisville, Kentucky and the City of Indianapolis, Indiana (collectively the “parties”) recognize the value and the potential need of assisting each other in the event of some emergency and each city has personnel, equipment, and resources that could assist the other in an emergency.

  • Colorado, New Mexico, Utah & Arizona. Memorandum of Agreement is entered into by the State of New Mexico Department of Health and the Public Health Laboratories of Colorado, Utah and Arizona (PHL) for the purpose of establishing the terms for the provision of testing clinical specimens and environmental samples within the capabilities of each of the PHL in order to maintain their continuity of operations in the event that any of the laboratories is temporarily unable to perform such testing.

  • Great Lakes. Great Lakes Border Health Initiative Will facilitate the sharing of public health related data, both individually identified and population-related, between signatories for the purpose, and no additional purpose, of preventing, detecting or responding to a public health event, thus assuring prompt and effective identification of infectious disease and other agents that could affect public health in the Great Lakes Region, and to prevent further spread of disease.

Pacific Northwest Emergency Management Arrangement The governments of the state of Alaska, the State of Idaho, the State of Oregon, the State of Washington, the Province of British Columbia, and the Yukon Government are signatories to the Pacific Northwest Emergency Management Arrangement.

  • Illinois.  An Intergovernmental Mutual Aid Agreement to establish cooperative agreements between the Illinois Department of Public Health and local health departments to strengthening the public health preparedness system. The Illinois Public Health Mutual Aid System (IPHMAS) was distributed to local health departments for consideration.
