Scott T. LeRoy, MPH, MS

Scott LeRoy received his Bachelors of Science in Environmental Sciences & Technology from SUNY Environmental Sciences and Forestry College at Syracuse University in 1992. Initial employment included operations of drinking water and wastewater treatment plants in New York State, as well as Lead Operator of the Trickling Filter Plant at Bedford Hills Correctional Facility. Mr. LeRoy then attained a position as Environmental Hygienist at the Town of Greenwich, CT, Department of Health. While working in Greenwich he attended night school at New York Medical College in Valhalla, NY and graduated with a Master’s of Science degree in Experimental Pathology from the University of Basic Medical Sciences in 1997, with a concentration in disease causation and prevention. He then matriculated in the weekend program for a Soil Science Certificate Program at the University of Massachusetts and attained status as a Soil Scientist and Wetland delineation expert in 2000. In 1999, Mr. LeRoy was hired as the Program Manager for the City of Danbury, CT, Health Department supervision the Environmental and Land Use Division. He then attended Southern Connecticut State University during the evening and attained a Master of Public Health degree in 2004, with an emphasis in Public Health Education. He then became the Director of Health for the City of Danbury, CT and helped merge the Social Services Department into the Health Department; helped attain the Veterans Administration Homeless Prevention Grant to improve the lives of Veterans at risk of homeless in the community; helped the City of Danbury attain the CDC’s TIIDE award in 2008; helped guide the community through the 2 outbreaks that included Tuberculosis’ identification and prevention in over 400 exposures and then the Anthrax outbreak due to drum hides and secondary exposure in a residential home in a child.

 

Current initiatives include a regional collaborative with the local Hospital, United Way and Western Connecticut State University to produce a Community Report Card to identify the health status in our residents in a regional community of over 10 municipalities and over 250,000 residents; local collaboration with all non-profit and for profit medical providers to help reduce costs and identify resources for our services; as well as improving the Continuum of Case and increasing services for our yearly Project Homeless Connect to help those at risk of homelessness and in need of social services. Future initiatives will include aggressive grant seeking and funding opportunities to help maintain and improve our overall staffing and organization impact levels.

 

Leadership Development Opportunities

Acceptance into the Environmental Public Health Leadership Institute has been a very rewarding experience. It has allowed me to initiate a self- guided process of assessment, management improvement and leadership development. The use of Skillscope, Myers-Briggs Type Indicators and Change Style Indicator tools helped me identify my trends as to how I tend to think, make decisions and act every day. I believe that I have a better understanding as to my overall strengths; weaknesses and my staff have encouraged me to have ongoing self-assessment and development beyond the end of this program.

 

The program taught me the the concept of Systems Thinking and I gained a deep appreciation as to the complexity of simple problems and how to develop long term solutions as the Director of Health my given organizational structure. Other topics of discussion were ethics; what are essential environmental health services?, what is leadership?, organizational learning, and collaborative leadership were great exercises that I do not have access to within the current structure of my employment. I feel very fortunate to be an EPHLI Fellow and an associate with the CDC on this professional level. There are multiple leadership trainings available, but I would recommend the EPHLI program to any environmental health professional for it identifies the needs of the professional and allows us to connect with our fellow workers from around the country.
